Create python-3.7.4-2.build.sh with cp python-3.7.4-1.build.sh python-3.7.4-2.build.sh and increment build number from 1 to 2.

This rebuild is now the default: python-3.7.4-2 set to LOCAL since yesterday (so the systems should have pulled it to local disk) and the defaults in /usr/local/package/admin/config have been changed just now and pdisted. |

Rebuild python 3. Main reason: get libxml2 into it, which is required by multiple bee packages after the python2 to python3 switch. Resolve #96 and #98 by the way.
